Preset Morris of Works Board Suggests Scheme to Solve Problem Caused by Underground Wiring Ordinance.

Mr. Morris appeared at the meeting to explain whit action the works board had taken in the matt r of enforcing the r cent uad -r:,'rounl wiring ordinance, whieh it was held by various rfifrrjbers of the cominltte'e, had not been lived up to by local telephone ami telegraph companies. The committee also reported favorably upon two otln.T matters brought to its attention one a p tition for reimbursement on an invalid legal as.cessment salt- of property and the other an appropriation to the board of public works of an error in a IJowinan creek sewer assessment. Ordinance Too Broad. Morris stated that as a result of a meeting with a committee from the i ity council and representatives of the various telephone and other wiring companies of the city, it had been decided that the ordinance was too broad in its scope and the plan of using one overhead cable on the trolley poles on Lincoln way V. and Lincoln Way 11. was suggested. It wa.s said that this plan met with the approval of t ho companies involved. The representatives who were presc nt at the meeting of last week assured the board that the central underground work in the business district would be completed this summer, but would not provide for the work on the two avenues mentioned. Another meeting will be held Friday, July 10, at whieh the board of works, the telephone and telegraph men and members of the common council will be present. At this meeting it is hoped to arrive at some delinite solution of the ditlicuKy. Mr. Morris reported that his board had formed an agreement with residents if Foitage a. from the end of the paement to Iliverview cemetery v. hereby c ertain portions would be oiled. According t bystanders, the machine was driven away almost immediately, the occupants not stopping to ascertain if the child was seriously hurt or not. Someone, however, got the license number. VonParandy and they gave out tlo statement, late last night, that the child was probably fatally injured, there being symptoms of a fracture of the skull. The child, who is the daughter of James Talos. had been cautioned by her parents not to leave the yard, but ran away Tuesday nigh, in company with several other children. Her mother is confined to her bed and her condition was rendered serious by the accident to the little girl.

A dispatch from Periin says Denmark and Norway sustain the protest by Sweden against tho violation, by Russia of Swedish neutrality in the recent naval battle off the island of Ootha. Russia has apologized to Sweden for the fact that "a Ftray shell accidentally fell within Swedish waters owing to a fog," during the Russian pursuit of German vcs'spIf. Whether this apology will be considered sufficient by Sweden remains to be seen; according to the Herman version, not one hut several shells fell within Swedish waters, one of them even hitting a Swedish lighthouse.
