throughout the country. Banks evinced that ancient sien of severe panic the hoarding of reserves. The lcpal reserve hcin as low as IS per cent, iiec'y of the Treasury McAdoo found some banks holding as much as 70 per cent reserve. This meant the people were settinp: no money. o to relieve the money stringency heius felt more and more every day, the treasury department put out emergency currency. Political credit for this coup, w hich, it is not unlikely, saved the country from a severe panic, belongs to both the democratic and republican par

ties. The Aldrich-Vreeland bill w hich provided the currency was a republican measure enacted by republicans, while the democratic administration put the law into effect last fall. Many people believe that the issue of the Aldrich-Vreeland emergency currency was the work of the new federal reserve board, but treasury officials will tell any investigator that the board had nothing whatever to do with the issue and that it was a treasury matter, unrelated to the federal reserve act. The emergency currency issues provided by the federal system ar different. A curious fact in connection with the Aldrich-Vreeland emergency currency wis notwithstanding that bankers and others have believed that all

emergency currency had to be retired by May 1315, the date of the expiration of the act, such is not the case. Bankers have made' sacrifices to retire emergency currency by May :;o while the law merely provided that no more may be issued after May ::u. 115, saying nothing to the effect that no emergency currency may remain out. Practically all of th- currency was in on May Z0, however, although there were many millions of dollars of it which could have been kept by the bankers at favorable interest rates.
