May 20. 5-tato department officials who have some knowledge of the various conjectuures of Ambassador Gerard as to the character of German's reply to Pros't Wilson's note, arc disposed to credit the report that Germany will make definite inquiry as to whether the Lusitania had ammunition of the allies on board. In order jo answer, this government would be obliged to have a copy of the manifest of the Iusitania and to ascertain to whom munitions of war, if any, were addressee. Germany's idea, officials say, is plainly to maintain that parts of the cargo of ammunition u ere dircvtlv eon ieno.! to well known official agents of the Prit ish government in H'nglnJ. Germany's early defense in the William P. Frye case was that her cantain knew that her caro was :oing; to the ollicial agents of the Uritish go )Vof ernment and that the destruction the vessel was therefore justi led. It is thought here that Germany by demanding information as to the ammunition expects to disclose that there were quantities of explosive material on board and will call the attention of the United States to the local law prohibiting such shipments. Another phase of the inquiry of Germany involves the question whether or not the Iusitania could be classed as a Uritish naval vessel, has been contended heretofore It hy Germany that the movement-? of the Lusitania were controlled by the British admiralty, and, to that extent, she was a government vessel. Germany would naturally, officials say, endeavor to connect these directions by the British admiralty with the supposed fact that the munitions on board were really consigned to ollicial agents of the allies. Count von Bernstorff, the German ambassador, has cabled to his government the opinions of the p-ess that there should be an early reply on the Lusitania. The German embassy was surprised to find u paraphrase of its message in the aftornoon press, a dispatch from Berlin via London, quotes :he ambassador as saying: "Tension in America has been creased by the damage done American steamer Xebraskan. inthe The Nebraskan incident is still an unexplained mystery." Count von Bern?torff admitted Friday that he had sent a message without any element of secrecy to the Berlin foreign oilice. hut that it read substantially as follows: "American press impatient over delays of reply to note, and says tension has been increased by the braskan incident which is still an e.vjdaint-d ruvstery." that Ne-un-The German ambassador states that he wa.s not expressing opinions of his C'vn in the nn .?.- aire, but merely sending as usual the comments of American newspapers. i.ndkt .m:vsbov.
