LITTLE PROGRESS MADE IN LENGTHENING LIFE
WASHINGTON. .;,y Thf. rrratr.st of Im-Ameri ;m t, f rences fairly hupcd to the pr :ddent's sukprt:oa of an American merchant m.irmc. The instant aiui spontaneous enthu-f-iarm of that gnat assembly yesterday vindicated u once the value'of tho congress, the int liertual and business caliber of is mrmln rshij Mi tho hound sense that lay behind the policv of those v.ho have m lout; been advocates of American ships. It was a vondorful ,-md suKirtstlve in- idt-nt. and If it moans any thin;-' it means piogre.and trad. in nin r;i:i( ' nt volume for the future. Listen to this: '"Tho United States will havo to Itorno to a subsidy bais if it expects to 'hulld up an adequate merchant ma'line to h-' tho iner ased commerce ;that must t -ome ta it as a result of tho iFuropcan war."' 'Th' democratic- party may shy at fthc word 'subddC and tho republicans ivorlook it, hut if this country is to 1tak care jty commerce it has fret to huild up a IU (t of merchant vessels, -htiil tho only way to Jo it is to snb.siOize ship.-. Cermany did it. Knland did it; all the great nations did it. Germany own wont s far as to prant la premium t n locomotive works for U very engine it sold to a South AmerHcan country. "You h;id"a chance once to share th burden with A riit i nn . Itrazil and jther Fotith Amorhan republics, hut under a democratic president you declined. Now you aro faoo to face with I a proMem that must ho solved or you fwill pass up an opportunity that only iconics once in a nation's life."
Thus eloquently, if strongly, speaks Dr. Porhno Kuiz, of Montevideo, Uru-
fKuay. now at the ra u-Amorian con
ference, which has ponderod much and
frfeels deeply on the ;;rcat need of Icommerce lictwern North and Soutfi

It failoil. j It failed hooauso the republican maJority stranirh'd it by a remorseless; filibuster upon a pitifully technical j ph a of opposition to the method, j which suggested gowrnment owner-j ."hip. It failed because a wandering! ph-iad of seven bolting democrats fll ! in with tho filibusters and defeated the J hill. The need for American shipping) wa tensely evident at that time in a. J forec;it of the opportunities and ne-j eesisties of Xouth Ame rican and Kuro- t pean trade. But this ital economic nifasure was allowed to die ui tho j closing days of the c,:;r(i congress. j The men who killed it, even wl'.ilo!
proiesslng their desire fo, a merchant marine, havo done nothing in the face of the nation's increasing need. Kvery day since the; ;."rd congress adjourned has emphasized and amplified tho vast commercial necessity of American ships for South American commerce and Kuropean trade. Kvery day haj vindicato.l tho claim of th vital economic emergency for which tho administration argued and failed. I'.ut the men who killed It filibustering republicans and bolting democrats who killed it because they could not havo it in their way. havo not lifted a finger or allowed a. word to provide for the nation's necessity in their way. Now tho wholo great hemisphere 90 days later comes clamoring for theso ships which ouht long since to have been on tho seas. The president's word or wish cannot put them there. That haa been demonstrated. What can this PanAmerican congress do about it? If these ships are to he huilded and launched under private ownership then the strong men of this congress from both continents outrht tr busv
noro ana now, to start it. i ney nave manifested tho enthusiasm. T"uy also represent the money. The congress ought not to ad.ourn until the foundation for this private ownership of a merchant marine is laid. If this conference fails to lo anything definite, or start anything1 definite in private ownership to this great end. then it is high time that PrD't "Wilson should get busy with the 64th which, if it is like until the 6::rd, will bo tho most astonishing and apathetic congress that ever assembled in our national capital. If the president expects to win this coming congress to support a patriotic
shipping bill and navy bill which tno
last congress rejected, he should fct hoforo the poop'e just as soon as ho can and wake them up so that they wake up tho sluggish and grossly material men who do tho voting in tho senate and in the house. A whole hemisphere crying for an American merchant marine, and an American congress unable or unwilling to hear them!
