Attitude Will Not Be Altered Until Further Notice, Says Sec'y Bryan Carranza May Be Recognized Soon.

WASHINGTON', April 24. -"Until further notice there will be no change in the Mexican policy." This statement was made Friday by Sec'y of State Bryan. It is understood by officials of the department that the "further notice" referred to by Mr. Bryan will depend upon the character of the report to be made to the president by Duval West, his personal agent who is now on his way to Washington from Mexico City. The continued reports to the department of the success of Gen. Obrepon and the probable elimination of Gen. Villa have induced officials' to believe that if Obrcgon does not start a new revolution, there will soon be but one great military power in Mexico, namely Carranza and that the United States might take up with him the subject of recognition. Hec'y Bryan took pains to hand out the lull text of his letter to Father Francis C. Kelly, president of the Catholic Church Extension society at Chicago. In this letter Sec'y Bryan Kives the attitude of the United States toward the recognition of a new government In Mexico. He says: "It is evident that the United States is the only first class power that can be expected to take the initiative in recognizing the new government. It will in effect act as the representative of the other powers of the world in this matter and will unquestionably be held responsible by them for the consequences." The views just quoted have been telegraphed to Carranza, Villa, Gutierrez, Garza and v will -be given to any other military chiefs up to the timo of the recognition by the United States of Mexico. The state department w;is informed Friday by United States Consul John It. sjilllman at Vera Cruz that Obregon is continuing to move north in pursuit of Villa and that Guadalajara has been captured by the Carranzistas. Mr. Silliman, however, says ho docs not vouch for the accuracy of the report. Another report from Silliman says that Carranzista forces at Huatasco have deserted to Zapatistas. Bradstreet's Trade Review for Saturday says: "Trade continues to expand, progress is of a cumulative character and even coneededly slow lines are evincing a more lively disposition. In fact, the general situation, trade and industrial, seems to be moving into new and higher ground. "Faith in the future is more firmly rooted and though buying of merchandise is devoid of speculative aspects, the tendency to cover distant prospective wants is rather marked, with the sellers in certain textile lines assuming an independent attitude. "Besides reports as to growing crops are flattering; remunerative prices for cereals have predisposed farmers to raise food crops, southern cotton growers are not so strong on raising less cotton; foreigners are buying new crop wheat freely, collections are better and seasonable, weather stimulates trade, wholesale, jobbing and retail. Activity in the stock market continues although it is marked by reactions in some of the so-called war order leaders. "Exports are heavy, new high records at last being shown for tho fiscal year. "Foreign demand for munitions of war make for extraordinary activity in certain industral pursuits; pay rolls, though still subnormal are increasing and finally, the country apparently is making headway toward gaining customers in markets in which Europe had the upper hand prior to the outbreak of the war. "Most centers line up in noting improving trade tendencies, which development is credited to clear, warm weather and quite a few cities state that trade in staples is heavier than this time last year. Road sales are growing and mail order houses are doing more business. Money is easy.
