Joseph Chappell and Detective Theodore Wolters led the squad of policemen who participated in tho spring target practice at the squad room Tuesday afternoon. lioth men hit 4 2 out of 50 chances. V. Ielinski was second with 32 out of 50 and Capt. James Schock marked 30 out of r0. Chief of Detectives John Kuespert made 28 out of 50 and Officer Karl Parker struck tho bull's eye 21 times during the contest. With but 11 men Sergt. Chappell's squad made a higher mark than the 12 men squad which shot Monday. The total score Tuesday afternoon for the 11 men was 2 4 0.

BERTRAND SOCIAL CENTER WILL MEET THURSDAY "Resolved, That tho Country Offers Better Opportunities During Times of Depression Than the City" is the subject that promises to prove an interesting debate Thursday evening at the reg-ular meeting of the Rcrtrand Social Center club at the liertrand school. Thousands Starving in Capital,
While Tons of Food Held Up By Various Factions Five Miles From City.

The Brazilian minister at Mexico
City telegraphed the state department today that the international committee had iiurt'hase l ;O0.'.oo pesos worth

same in the capital.
Oltteials of the department say that
the deplorable condition is clearly
due to the failure of negotiations un
dertaken by the state department with Carranza and Minister I'alafox of Zapata's cabinet. The last statements from the department were that these officials would agree to let food get in. The report from the Brazilian minister shows that the negotiations have collapsed or at best have never gone further than suggestion!. The belief at the department is that Gen. Obregon, when he evacuated Mexico City, carried away with him all the locomotives and cars and has not been willing to send any of them back to Mexico City. Advices to the Villa agency here are that Gen. Villa will begin another attack on Matamoras tomorrow. The state department dispatches say that Villa is only waiting for artillery. Villa has gone southward toward Torreon to reorganize the force, that will be sent against Tampico and Vera Cruz after the fall of Matamoras. The war department is watching the situation at Brownsville. One battery of artillery has been stationed there for some time but this probably has now been reinforced by three other batteries .ordered there from
Fort Sam Houston.
The action of Gen. Funston at
Brownsville will be directed by the
state department. It was stated to
day that his recent orders were
O. K.'d by the state department and that he has been specifically ordered
not to fire under any circumstances
unless he is instructed from Washing
ton.
State department dispatches this afternoon state that one of Villa's
armies is about to attack Nuevo La redo.
A dispatch from Vera Cruz tells of
the looting of a sugar plantation at El Potrero. GO miles from that city. The
manager has appealtd to Carranza for
protection.
