URGES NECESSITY OF PLANNING II CITY President of American Park Builders Addresses Commerce Chamber.
Martin V. West, president of the ! American Park builders urged on the i members of the Chamber of Com merce the necessity of eity planning, Thursday at the weekly luncheon at the (diver hotel citv planning, is a subject that is rapidly coming to the front, he said, and will have to be reckoned with sooner or later over the country. It means to a city, he said, conservation both in property and finances. The big trouble today, he continued, is that American engineers have dwelt too much on the component parts of the city rather than on the comprehensive city. It is unique in the history of building, lie said, that in view of the fact that America has some of the best engineers in the wor.d. yet her eities are poorly planned. Year after year they have gone abroad to get ideas, he said, but the present war put an end to this and for a time at least they will, happily, have to depend on their own initiative. At present, he said, there are 2S city planning commissions formed while .".0 cities have drawn up city plans. But the trouble, he said, with most of these is that they are merely schemes for beautifying the city. Proper location of streets, factory districts and grouping of administration buildings is forgotten. Washington, D. C, is the only city in the country today, said West, which is built according to plans. Idneoln, .Nebraska, is now undergoing a rebuilding according to plans and is being pointed to as a model. roil .tkitiui:s AiTOloi5iu:s see Frazier : Frazier. general repairing.
