If the administration ship purchase bill is to go down to defeat under the attacks of the republican .iilibusters. democratic bailors expect to have their forces united and present a solid party front when the death blow is dealt. This appears to be th best they can hope for and the end toward which they are laboring. Another session of tbe conference committee was bold Friday night. The conferees are endeavoring to reach a compromise, that will enable the seven seceding democrats to come back into line and .support tbe bill. To accomplish this the committee promise necessarily must provide that the measure will be a purely temporary one, as it is impossible to adopt the house bill in the senate in its present shape. The insurgent democrats have intimated that they would accept the bill in this shape. Under the "gentlemen's agreement" entered into between the democrats and the republicans", this conference report was not to be called up until Feb. 27, which will bo tomorrow. Sen. Weeks, in charge of tlie republican forces, announced Friday night that no matter what agreement the democrats reached the bill would not be permitted to pass. Appropriation bills have been moving with such rapidity and smoothness that democratic leaders mav not i interrupt that procedure until some day next week. Arrangements are under way to obtain action on the Philippine independence bill and the water power site bill, if concluded may put the shipping bill conference report over until the very closing hours of the session.
