WASHINGTON, Feb. 10. The United States government will sour. J the neutral governments as to the view of a belligerent nation hoisting the flag of a neutral nation for the protection of one o.f its essels. l'endin the receipt of the opinion of neutrals on an incident such as that of the Uusitania and the receipt of information from the Hritish government setting forth the circumstances under which the Lusitania made use of the American flat,- this government will withhold representations to Croat IJritain. It can be definitely stated that representations will be made and that the character of these representations tentatively has been decide, upon. These representations, however, will not be in the nature of a protest hut undoubtedly will set forth that the American government views with disfavor the use of its flag by a belligerent nation for any purpose and under any circumstances. Pres't Wilson indicated (dearly that congress could not handle nor control the use of the American flair by foreign ships. lie expressed the- view that nothing in the international law would restrict such practise s. The pre sident said the use of other flags than their own by belligerent nations had become so customary that no formal protest could be made as to the Lusitania incident. The president expressed the opinion that the establishment of a war one by Germany does not constitute a blockade or even a "piper blockade.'
