opening an interesting talk, with the assertion that time, as used by the people of the nations of the earth to regulate action arid custom, was absolutely a delusion and a fraud. Charles T. Higginbotham, consulting superintendent of the South Rend Watch factory, entertained the members of tho Henry Studebaker Civic club Tuesday night with an address upon "Fniversa1 Time." "The time by which we regulate and set our watches and clocks," paid Mr. Higeinbotham, 'conforms not the slightest to the movements of the earth and the other heavenly bodies by which it is supposed to be governed. Fniversal time, a standard hy which all nations of the earth would have the rame time at the identical hour, is the dream of seientk-ts and governments. Four Standards in U. S. "In the Fnited States we have four degrees or standards of time. Tn China, a country as large in area and lartrer In population than the Fnited States, there is but one standard of time, which is set from a single given meridian. We are ahead of China in everything else. Should we remain in the shadow in a question so momentoi;s?" Mr. Higginbotham went on to explain various systems in use in other countries for the measurement of time. He said that many methods by which dreamers had attempted to regulate the standard f time in the Fnited States had failed through lack of proper backing and organization. New oflirers for tho ensuing year were installed as follows: AY. C. Frier, president; Frank Batpen, first vice president; Aaron Schroff. second vice president: Mrs. M. C. Dalsley. Vcretary; R. C Turk, treasurer; C W. Bowman, Herbert Tmel and Mrs. Beard, program committee. The clul) was also entertained by musical selections by Fdward Kowalski. after which a light luncheon was served.
