WASHINGTON, Sept. Z. The neutral position taken ly th United
states concerning the war in I'urope le'ed violation of China's neutrality by lanriinK troups at Lung Kow. j China has already filed a formal j protest with Japan and it is underi stood that simultaneous protests were J filed with all the powers. j According to the Japanese embassy j view Japan may have regarded the ! violation of Chinese territory as a i question of vital interest, taking the j same qrouna as uermany ior tne invasion of Helsium. Japan also setr. up the counter claim that the Germans are forcing- Chinese 1 subjects to -work for them on the fortifications of Kiaochau and are occupying territory outside the limits of the Kiaochau lease. As at the beginning of the war the United States inaugurated a movement for the neutralization of China, it will probably take some formal action on the Chinese protest. I'lLKS PItOTKST. NEW YORK. Sept. 4. Count Von Bernstorff, the German ambassador, Friday sounded a warning to Americans who use the wireless to furnish Hrltish cruisers off the Atlantic coast with coal, food or other contraband goods. "I have protested to the stato department." he said. "I stated that the wireless was being used for military ' operations. I obtained proof that Americans were in wireless communication with the British men of war off Sandy Hook and through the agency of the wireless it was possible to provision and coal these British warships. "The point had been made that the German wireless stations were being used by German warships for military purposes and censors were placed In charge. The permit of one German station was revoked. 1 do not complain about that. I only ask for a complete censorship. "If Americans supplied these British warships by going out to sea and giving them food or coal. 1 could not protest officially. That is not a breach of your neutrality laws. When the wireless is used, however, to carry on these operations, that is another matter. That makes the case a violation of your neutrality rules as explained to me by the state department." INDIANA AND MICHIGAN BRIEFS PERU. The population of the section of this city in the neighborhood of Wabash and Third sts., is about evenly divided over the cjuestion of whether white sparrows have invaded Peru. One clique declares that on no less than throe separate occasions white sparrows have been seen in the neighborhood. The other residents laugh and hint that pink elephants will be seen strolling about the city streets next. RICHMOND. Rain which is conceded to be a boon to the umbrella mender, proved the undoing of Morris O. Crawford, a wandering fixer of parasols, according to his story in city court. Morris says a sudden rain which reached Richmond at the same ! time he arrived, made his business so j good that he could not carry all the j money he collected one afternoon j without stopping frequently to drink a ' bit of gin.
