The primary cause of this diaaster lies way back in 18 7'. when at the lose of the great Franco-Prussian war. France through newspapers, speeches a;id propaganda vowed to get her provinces back. "Reveng- has been the watchword of the French people since that time and it has been the aim of her diplomats. "The great Rismarck knew of this anmity and patterned his diplomatic actions accordingly. His great object was the circumvention i -t the French. He realized that the Trench could
not net without the aid of some
great ally and n order Tor this ally to be of any gcod it would have to be either Russia or Austria. mi 1 . nl Risruan k opened relations with these two countries and his efforts were meeting with success until 1878. Kuvda bo Ha Dream. Russia like all northern countries had had dreams of the sunny southland and as St. Petersburg and Vladwostock her only seaports of any consequence w ie ice bound during the major share of the winter, she was anxious to have a seaport town on i he Mediterranean. She made advances to Kngland regarding thj 'sick man' of Furope, ii' aning Turkey, and suggested that they bur.v him. War was threatening between these two countries over the tihision of the territory and Gladitonn, prime minister, was on the point of giving Constantinople to Russia, her sole object in this war. Just at this time Gladstone died and Disraeli, with a totally different foreign diplomatic policy denied them this concession. "Then site tried to get out by means of Port Arthur and Fngland formed an a Ilia rue with Japan to prevent Russia from securing this seaport. "Here was a chance for France to step in and make friends with Russia, but Kngland balked this move by telling Japan that she would take care of anv one that tried to mix in. From then on a jealousy has agisted between the allied powers, and this jealousy will probably win the victory for Germany. Austria readily
"The first gloomy impression caused by the death of Gen. Samson -ov and the heavy losses of his army has been wiped out. With t ie aid Oi Oen. Rennenkampi s force. the enemy was brought to a standstill and on the ari xal of reinfon ments the Russians began a counter attack. It was wholly successful and the Germans were driven b;ick to the Vistula. where a big battle hi raffing." TcrrihV Fighting. Additional details received by the war office today show ihat tierce fighting has been going on in Galicia for more than 10 days, the Austrians struggling desp.artely to stop the Russian adaine A veek ago Wednesoav the Russian infantry came into contact with the main Austrian line Though the Vustrians had checked the cossacks they were unable to stop the Infantry and had to withdraw, on
Monday they w tie or be surro lag followed. The Ruaaian center despite
entered the alliance with Germany and Italy soon knocked and asked to , be let in. Now was the time for
France and she immediately entered Into a gentlemen's agreement with Russia for the protection of both countries. "Belgium, more a French province than any other, has acted as a buffer for England. While King George and Kaiser William are cousins, yet William would look better to George if he were not staring at him firm the Fnglish channel. "So when Germany asked Belgium to peacefully allow her to take her troops through the country and place herself in a favorable position to attack France, and Kelgium refused. Kngland promptly accepted the responsibility and declaring that Germany had violated the neutrality of Belgium declared war. "Germany by promising Turkey a free hand in the India, half of the inhabitants of which are Mohammedans, is now seeking her as an ally, to prevent Russia from securing a seaport. Sihto. Iue to Irearatlon. "The great .success of the German arms so far is due to the fact that Germany has been prepared. Wayback in the 'SOs the order went forth that every able bodied man must serve at least three years in the army. During this three years, they are taught nothing hut war. and the result is evident today. "A great many of the inhabitants Of the Balkan countries are Slavs, asare a great many of the inhabitants of Russia. This has enabled Russia to put forth efforts toward organizing these countries in opposition to Germany and Austria. "Crown Prince Ferdinand of Russia w m assassinated July 28. On July L'9 Russia ordered the mobilization of her troops on the Austrian border, on the 29th she mobilzed them on the German border and on the first of August Germany ordered her troops mobilized, apparently for the purpose of using them against France. Here the agreement between France and Russia came in and France also ordered a mobilization. "As soon as France stepped in Germany switched her troops and has invaded that country. "While I am not a German. T be-

Germany w ill enable her to w ork i wonders in this war. and mavhap win it."

Then all the canopies o.-r the rardinals' seats were taken down with the exception of that over the chair of Cardinal Delia chiesn. ' What name will you take?" was the next question of the cardinal deacon. CardtnaJ Iella Chtaaa had evidently felt within his own mind the possibility of his elevation to the head of the great church of Rome, for he iui kly responded "Benedict XV. The new pope waj then led to a high altar where he robed himself in his pontifical vestments. Then he seated himself before the altar and received the homage of all the other cardinals who kissed him upon the foot, the hand and the cheek. Klextion lacx Quickly. The choosing of a pope was done
quickly, owing to the troublesome po
litical situation imposed by the Kuropean war. It also put at rest a feeling of uncertainty and in some quarters anxiety which has been felt all over the world since the death of Pope Pius X parti ularly. It had been felt by ;iil that celerity was imperative in the conclave, because none knew what hidden influence might be at work ihat would plunge Italy into war. The prelates wanted to select a citizen of a neutral country: they also felt under obligations to the traditions of the church to elect an Italian. When the conclave came to an end ii was learned that Cardinal Vannutelli had sustained a broken leg during the COUrM of the deliberations. Cardinal Vannutelli was confined to his bed sutTerinu from a slight fever. His friends expressed some alarm owing to his advanced age and his general phsual condition. He was suffering nerous prostration when he went into the conclave. Bart) In the day and before the conla, e (ame to an end Karon terp, the Belgian ambassador to the vati-
later his face showed traces of weeping. In a void which trembled with emotion he exclaimed: "I will drink this bitter cup to the dregs. God's will be done.' Interregnum Is Two Wt'ck-. The Interregnum between the regime of Pope Pius X and Pope Benedict XV was just about two weeks, I I'ins X dying on the morning of Aug. L'O. In the meantime the affairs of the church have been administered by Cardinal Iella Volpe. the camerlingo. Another important function which follows the election of a pope is the selection of a papal secretary of state. It Is customary for the secretary of state to resiun when a pope dies. Consequently that office was vacated byCardinal Merry Del Val when Pope Pius X died. The Fisherman's ring, or the ring of St. Peter, which is always worn by the pope ax the insignia of his high office, has been broken up and remolded since the death of Pope Pius X. This ring will be worn by Pope Benedict XV during his term of office.

More than two hours were consumed b the column in passing the reviewing stand. The strain of the mile and a half march told heavily on many. Scores dropped out before the end was reached and at the conclusion of the parade & considerable number were receiving medical treatment at the temporary hospitals. It is considered probable that this will be the last parade of the G. A. H. and that no more marching will be done at future encampments.
