All armv reservists, including special reservists, have been summarily called to the colors and many regiments are already up to war footing. The entire output of the South Wales colleries has been bespoken by the war office and the fuel is now being rushed to the various ports on special trains. Taks Option on Shiw. An option has been exercised on the occupation of the Cunarder Ariuitaiiia. the owners of which have been warned not to allow the liner to depart until permission is granted. All the Kurness and company ships lying at English ports have been similarly commandeered for transportation purposes. At the Woolwich arsenal which is heavily guarded by troops and police as well as at other admiralty stores at Portsmouth and other ports, work is being carried on at record speed, day and night shifts being employed. The most significant move, however, that England has yet made is the dispatch of her first or striking fleet from Portland under sealed orders Thursday night. I have it on high authority that the fleet sailed to take a strategic position and bottle up the North sea. On receipt f wireless instructions which will be Hashed directly the Herman troops cross the French and Russian frontiers. England will move to prevent the Cleiman licet from getting to th Ealtic se;. and thus will starve Germany into amiability. The war office has also cabled urgent confidential instructions ' to the

military authorities in India, where , HritaLn, maintains a strike force of CO, 000 troops in constant readiness, j Italy a Mystery. : As far as Italy's part in the impending general war remains a mys-. tery.
