Henry Neil, Justice of the Peace, Says That When Love and Affection Are Gone Marriages Should be Void. CHICAGO. July 13. No more marrUe ceremonies In which either party vows to take the other "until death do us part" will bo performed by Justice of Peace Henry Nell of Oak Park. In th marriage service no will sutatltutfl the words "so long as love and affection shall laH" and bride and bridegroom must give audible absent to the change. "If they insist upon stipulating, according to the old form that the union hhall last 'until death do us part,'" ho cald, "they must get some one else to marry them. I will not perform the ceremony. "It Is shocking to think of a man and woman living together and bound to each other -after love and affection ha died. The 'death referred to In the marriage service must be the death of lovo and affection and not the death of the body. "When lore and affection has ceased on both eldea the marriage should be void. "Of course, I would not for a moment allow parents to shirk the responsibility of caring for their children. The legal and moral responsibility should remain in full force and effect." Justice Neil, who has a publishing business, is secretary of the National Probation league and author of the mothers' pension law. When elected justice of peace two years ago he announced he proposed to conduct his office as Jesus would do It if lie were a Justice of the peace. His first act was to refuse to accept fees. Acting from a conviction that every human being has a right to food and that burglaries would not be committed unless thieves were hungry. Justice Nell had all bars and padlocks taken off the doors and windows of his residence, 318 Forest av., and announced that burglars are welcome to call. Bvery night he places food and drink ready for anj crook who is inclined to visit the house. Mrs. Nell endorses her husband's views and approves his proposed change In the marriage service. RADICAL REFORMS ARE URGED FOR THE SENATE

Radical reforms In the proccedure of the senate through the slmpliflcfction of the rules governing that body is predicted by .Sen. John W. Kern, majority leader. A commission will be appointed by the adjournment of this session of congrc? he says to drawup a new set of rules with the elimination of the indefinite language which has heretofore prevented the public business from being quickly dispatched. Sen. Kern also predicts that much of the business now conducted behind closed doors and in secret session In the house and senate will hereafter be discussed In the open. "I believe a majority of the senate Is In favor of some form of closure," said Sen. Kern. "Under the present rules, one perverse senator may on his own motion delay the proceedings for a long time, by holding the floor against all comers while If he had the aid of one or two others to demand roll calls, he may block proceedings Indefinitely. July 13. The Rev. Father Louis Gueguen, 90 years old, the most beloved pastor In Vlncennes, died Sunday of old age at the pastoral residence of St. Francis Xavier's Catholic cathedral. He was ordained in the cathedral 55 years ago and later served 17 years as Its rector. He retired a few years ago. Born In France, Father Gueguen came to America In 1859. SEVERAL STREETS CAVE IN Heavy Rain Storm Docs Damago to Parin Thoroughfares. PARIS, July 13. Several street caveins occurred after a heavy rain storm Sunday. The roadway In the Place St. Augustin collapsed, leaving a big hole. Other depressions occurred in the Rue De Camartin and in the street before the Opera Comique. SURPRISE THEATER. "The Million Dollar Mysery" will be he attraction at the Surprise theater today. This picture is a Thanhouser 46-reel serial production and two reels will be released each week. Episode No. 3 may be seen at the Surprise today. "The Little Senorita," a Princess and a pretty, poetic romance with Muriel Ostrich aa the heroine. It is set on an Island not far from ghore, and at the climax she swims to the mainland for help, and of course brings her lover. Her parents are South Americans in retirement after a revolution and her father has a lot of gold. Some roughs determine to levy a generous contribution on him for a revolution, and land on the island. The giri'B lover had been coming there, but had been warned off. He now, with the help of Muriel, is able to save the treasure and win the father's consent. The story Is played naturally and is said to be very acceptable. Tomorrow's bill will include a three-reel Belair feature entitled "Dead Men's Tales." This picture reverses the popular idea that 'Mead men tell no tales." In the present Instance, a dead man's tale Is Instrumental In exposing a dishonest partner, thus restoring to the dead man's son the inheritance to which he is entitled.
