Rep. Townsend Claims That Information Indicates Plot; to Loot Wabash-Pittsburghj

Terminal Company. WASHINGTON. July 1 3. Charging that information which h has received ii.dicatins that the plot to loot the Wabash, Pittsburgh Terminal Railroad company was the goal aimed at almost from th; Lo'innin of the projer t. Rep.' Townsend of New Jer-i-y, point (1 out Sunday in an exclusive intr rvi v th'? uvkA of an immediate inv .-fixation of that railroad by the interstate commerce commission. The difference, he said, between the New Haven looting and the Wabash -Pittsburgh manipulations may be one of intent merely and the plan from an early .wtae was to acquire the former property by plain robbery under leal form. Mr. Townsend intimated before tho house interstate and foreipn ' commerce committee, which is considering his resolution demanding investigation, restitution and prosecution of th looterr. that unnamed intert-sts were conspiring to obtain control of the property at a sacrifice sale. Others named by Conpressman Townsend in connection with his demand for an investigation as tho managers who organized the syndicate are (Jeorpo Gould, Louis Fitzgerald, Myron T. Ilcrrick and James Ilazen Hyde. "Tho investigation." said Mr. Townsend, "may meet with more opposition sinco the banking house involved instead of beinp already on the defensive, seems to enjoy astonishing favor in hiph quarters. "There is circumstantial evidence to create- the suspicion that the wreck of tho Wabash, Pittsburgh was the goal aimed at almost from the beginning. I'art of the Gould System. "Tho Wabash-Vittsburgh w;us created as a part of the Gould interests in their efforts to provide an adequate freight and passenger entrance into Pittsburgh for tho Gould system of railroads. Such an entrance was justifiable on business grounds. Prior to the construction work, very favorable freight contracts were made through Carnegie and others and the undertaking was larpely in response to the earnest requests and promises of support from the business interests of Pittsburgh. "Noth.ng in the mas of data which has come to me since I introduced the reso'.ut'.m calling for an investigation leads me to suppose that the property underlying the $29,2oG,000 four per cent "bonds issued was not more than a full security for the bonds. That is the queer thing about this tangltd tale of high finance that 1 want information on. "The most respectable bond houses in New York, l'.oston, Philadelphia, and Haltimore recommended and sold these bonds to their most conservative clients at from 2 to 95. They believed them worth the price and I believe, they were too. I have sound expert advice that the physical property of the terminal raliroad company "was worth more than $20,00000 and the franchises, freiuht contracts and other assets made them worth much more. Is Financial Wreck. "Nevertheless tho company is now in the hands of receivers, the interest on the bonds has not been paid for years and receivers notes are prior Hens. The splendid property, potentially able to earn interest on more than the full value of the bonds, is a financial wreck. I want to know who wrecked it and why. "Tho interstate commerce commission is the logical body to interveno and have control of the reorganization. Tlie bond holders can do nothing by themselves because they cannot unite for a common defense. "If we as a nation are to enjoy financial health some legal or administrative process must bo found whereby when interests having practical control of a corporation so arrange its finances that insolvency is inevitable the same puiltv interests shall not then U able to take advantage of that insolvency to appropriate the property of small investors at a price far below its value."
