Evans, acting commander of the department of the east, was reprimanded Tuesday by Sec,v. of War Garrison in a letter forwarded to the j general for his criticism of the foreign policy of the administration. Gen. Evans in a recent speech before the Sons of the American Revolution in New York found fault with the government's treatmentof foreign affairs, and Pres. Wilson decided the general was guilty of a serious breach of army discipline. "Matters which become controversial and are aired in the newspapers," said Secy. Garrison, "are not matters which army officers should deal with. They create a bad impression abroad." The letter containing the reprimand will not.be made public. Gen. Evans will be succeeded by MaJ. Gen. Leonard P. Wood on Saturday when he will go to the Mexican border to take command of the second brigade of the first division. TRUST LEGISLATION PROVING A PUZZLE Committee Has Alout Decided to Vole Against Interlocking Directorates. WASHINGTON'. July S. In an effort to expedite trust legislation the senate judiciary committee has practically decided to support an amendment covering interlocking directorates in the pending trade commission bill adopted from the interstate commerce commission. This provision, as passed by the house, is In the Clayton bill which is now before the judiciary committee. The committee thus far has been utterly unable to agree even tentatively upon the various sections of the Clayton bill other than those dealing with Interlocking directorates and holding companies. The surest way, therefore, to deal with that particular subject, the committee believes, is lo transfer it to the trade commission bill now on the senate lloor. GRANTED NEW FRANCHISE Street Hallway Question Drinks Out a Heavy Vote. KANSAS CITY, Mo., July S. By a majority of 7,454, Kansas City Tuesday voted a new franchise to the street railway company. Every ward but one gave the franchise a majority. The intense interest of the people was shown by a vote of 39.326, when the highest forecasts had been for 32,000. , The vote of the people will enable the refinancing of the street railway corporation, taking it out of the federal receivership under which it ha operated fur several years.
