Wilson After Expressing Opinion Withdraws When Women Try to Draw Him Out by Storm of Questions.

Immediately on the conclusion of his brief announcement the suffragists adopted a militant attitude and began to "heckle" the president. A storm of questions was dinned in his ears, but tho colloquy was soon ended by a bow and tho withdrawal of the president with tho remark "It 13 not proper for mo .to submit to this cross-examination." Suffraget Replies. An tho president bowed himself out a stir was created when an ardent suffragist shrilled: "You will have to submit to crossexamination next November." Upon being1 presented with the Chicago resolution and being asked whether ho would us his influence to havo tho Bristow-Mondell puff rape constitutional amendment put through congress at this session the president fcaid: "Mrs. Wiley and ladies: No one can fail to be Impressed by thl great compare of thoughtful women, and I want to assure you that it is to me most impressive. I have stated onee before the position, which, as the leader of a party I feel obliged to take, and I am sure that you will not wish mo to stato it again. "Perhaps it would bo more serviceable if I ventured upon the contident conjecture that tho Baltimore convention did not embody this very important question In the platform which it adopted because of its conviction that the principles of the constitution which allotted these questions to the states were well considereal principles from which they did not wish to depart. Personal Position. "You have asked mo to stato my personal position with regard to the pending measure. It is my conviction that this is a matter for settlement by the. states and not by the federal government. I can only say that since you have turned away from me as a leader of a party and asked me my personal position as a man, I am obliged to state It very frankly and I believe in stating It I am probably in agreement with those who framed the platform to which allusion has been made. "I think that very few persons perhaps realize tho difllculty of the dual luty that must be exercised, whether he will or not, by a president of the United States. lie Is president of the United States a 51 an executive charged with the administration of the law. but ho is the choice of a party as a leader in policy. The policy Is determined by the party, or else upon unusual and new circumstances, by the determination of those who lead tho party."
