WASHINGTON'. June 22. The state department at the present time Is Interested in the continuation of the reported breach between Villa and Carranza so that mediation negotiations may be protracted as much as possible. Tho real hope is that the negotiations may continue until the brat of the summer is over so that the United States troops will have a better thanco to operate if the advance of Funston's army is forced upon the war department. by either Villa or Huerta Just now army officials say that any effort of the United States army to make its way to Mexico City from Vera Cruz would bo disastrous. They say that the way to reach Mexico City is not by Vera Cruz. The historic rout is via Monterey from the border, but the quickest and best way would t by the west coast at a point near the center of Mexico. lYom Vera Crux, the experts say. it would be all uphill work and In this time of the year, almost Impossible as a military feat. AM the Information received by the state department Indicates that the Fplit between Villa and Carranza is real and lasting and that Carranza Is no longer anything but a puppet In the hands of Villa. The department is figuring that somewhat later In the season (Ten. Villa will have not only the military, but also the civil power and that he will be willing to accpet an armistice after he pets near enough to Mexico City to prove that he can capture it. At that moment he is expected to iiKren to an armistice and send delegates to Niagara Tails who will then be accepted by the Huertistas. If this plan fails the United States will have nothing left to do but accept any provisional president len. Villa may designate The United states will then face the proposition of den. Villa being elected president of Mexico. The state department has dispatches to show that Villa went on to Zacatecas to fight and to increase his power over Carran '.

The ten days in which Huerta gave the "United States government mp enough to hang itself have elaps-.-d. as far ns the solution of the Mexican problems is concerned. Now comes word that Huerta is only awaiting the conclusion of the Niagara conference to inform Washington that the Mexicans are ready to settle their own affairs without outside interference. As generally known this plan involves overtures to Carranza, offering concessions in exchange for promises of the support for the Huerta program, but the details are held as secret as are the daily reports of the Niagara proceedings which Huerta decides for himself, ftaring to trust even members of his own family. Any suuicestiori of overtures to Carranza revives the report that Ptdro Tiseurain. appointed minister of forign affairs, may succeed to the presidency automatically on the resignation of Huerta. Further than that there are no indications that Huerta's intentions have, leaked out. The feeling here, as well as in Mex-

lco City, is th t there ia no hope of a solution from Niagara mediation, and American and foreign residents are all anxious to let Huerta try his band, confident that the dictator will bo able to untangle the snarls if left with his hands free. Federal activity in the vicinity of Vera Cruz is still keeping the intelligence office on edge. Sunday nibi. tho federals stationed at Punta Gordo, immediately north of Vera Cruz, were busily engaged in exchanging signals with sailing craft near the shore. It was thought for a while that an attempt would be made to land arm?, but evidently the troops wig wasrged that conditions were unfavorable and the ship sailed north. During the day the largest force seen in the vicinity of the American outposts for weeks appeared in view of tho sentries stationed on observation hill, the highest point on the American lines and surveyed the American outpost? through glasses, but kept at a distance of a thousand yards. It Is believed they were escorting the inspector general sent out by Minister IJlanquet several days ago to inspect the federal stations along the railroad.

International .Newj Service, New Y'ork: "I hereby communicate to you that on this date I have put in force the following decree relating to the Spaniards: "I, Francisco Villa, gcneral-in-chief of the division of the north of the constitutionalist army, considering that after the forces under my command took the plazas of Chihuahua and Torreon and of other cities in the Laguna district. I received indisputable proof that tho Spanish colony in general had taken an active part in the political affairs of the country, and always in opposition to the legitimate popular ideals and endeavoring to sustain at all costs the wrongs of Victoriano Huerta; that many Spaniards ('Iberians') did not hesitate to make loans In the aid of raid regime and to render all kinds of financial and material support and even took up arms in order to combat the army of the peo
