NEW PRESlDEnT FOR MEXICO UP TO MEDIATORS

Huerta Representatives, According to Official Word at Washington, Are Now Ready to Turn Over Government. WASHINGTON. June, 1". It was officially announced, in Washington Friday that the A. Ii. C. mediators and the American and Huerta delegates had agreed on the transfer of the govmmrnt frnm Tltiertn. hut that "the node of transference was still under discussion." It was learned that two modes of transfer are beinjr considered at Niugara Falls: First, the constitutional mode. Second, the arbitrary mode. The constitutional mode is the one by which, under the constitution of .Mexico Huerta shall abdicate in favor o" the minister of foreign affaiis. The arbitrary mode is that by which the. three parties to the conference at Niagara Falls shall designate a secretary of foreing affairs, who shall be accepted by Huerta. Must Approve Man. In tho constitutional mode, the man selected by Huerta must and will be agreed upon in advance by the three parties at Niagara Falls. It was pointed out Friday that both of these methods imply the non-recog-nitkm of Huerta and that the original source of appointment would be the mediatorial powers. It was definitely stated that until there is an absolute agreement by protocol at Niagara Falls signed by the Huerta plenipotentiaries, remitting the power of appointment to the conference there will be no discussion of persons to fill the office of the proposed provisional government. The state department has sent George C. Carothers to Saltillo to confer with General Carranza. The object of this mission is to induce General Carranza to abide by tho protocol at Niagara Falls and there is mi question that he will be assured lie is to be the beneficiary of the performance. Has Difficult Task. Carranza, it is understood, lias proclaimed from the house tops that he will agree to nothing In which Huerta appears. As the arbitrary and eonstituional modes are predicted on certain agreements with Huerta. it is manifest that Mr. Carothers will have a difficult task unless Carranza gets a solemn assurance from Argentina.
