An all year recreation system for South Iteml is a posMbility. A place where the children of the city may sport in the winter time as well as in the summer may soon materialize. The proposition is now in the hands of Mayor Fred W. Keller and others interested. A report will be ready in two weeks to be submitted to Walter n. Dickinson of New York, secretary of the Playground and Recreation society of America. Mr. Dickinson has been conferring on the matter with .Mayor Keller and has also enlisted the aid of John M. Studehaker, sr.. and various club leaders and business men of the city. These men met recently at the Y. M. C A. and after discussion placed the matter In the hands of the mayor. An invitation from the committee interested has already been extended to the J'laygTound tissociation to do field work in South Hend. If practical results are obtained a system may be established with a trained manager. The system may begin with well managed playgrounds for the summer months to be later supplanted by a gymnasium for the winter month-. Mr. Dickinson believes that the only successful recreation system is one with a trained manager at its had and urged the local people interested to institute a system along those lines.

GEO. W. VANDERBfLT DEAD AT WASHINGTON!

Owner of Magnificent Private Home at Biltmore, N. C, One of Few Members of Family Who Lacked Business Talent. WASHINGTON. Mar. 7. George W. Vanderbilt, brother of William K. Vanderbilt of New York, and one of the scions of the family whose name has meant millions for generations, died at his residence at .about 3 o'clock Friday evening1. His death was due to heart failure caused by a pulmonarj embolus which developed after he was operated upon for appendicitis ten days ago. Only Mr. Vanderbilt's wife and his physician. Dr. James F. Mitchell, were at his bedside .when lie died. He has been .suffering from Intestinal trouble for several months, but not even his intimate friends believed that his condition was grave three days ago. They thought the operation was entirely successful. William K. Yinderbilt arrived in Washington Friday night to take charge of the body. It probably will be taken to New York city Saturday. His death is a heavy blow to Washington's social world. Although Mr. Vanderbilt and his wife .were comparative strangers to the capital they were already great favorites. He was the second son of William H. Yanderbilt and was born in New York Nov. 14, 1st; 2. George Yanderbilt was one of the few members of his family who showed comparatively little talent for business and for 20 years or more has deoted his time entirely to outdoor life and artistic interests. The main work of his life has been the development of the most magnificent private estate in the United States at Hiltmore, N. C. It consists of 100.000 acres of the best mountain country of the south and its centre is an elaborate chateau of French renaissance design. He contributed liberally to art and to education. Several of the galleries in the Metropolitan museum are filled w ith his donations and he helped many a poor struggling painter to gain a foothold. Mr. Vanderbilt's Washington home was at 1612 K st. In one of these recipes, Hydia K. KOEHLER DENOUNCES

ACCUSERS Of STAND Claims Charges Are Result of Conspiracy Army Men Are Anxious to Testify in Favor of Major. FORT THRRY, N. Y.. Mar. C. MajHenjamin M. Koehler Friday took the stand at his court martial. He not only denied specifically ach and every one of the specifications regarding his aliened immoral conduct, but vehemently denounced his accusers as a clique of conspirators. The dramatic moment in his testimony came when he told the reason why several of his subordinate officers conspired to drive him from the army. He reiterated, it is declared, his entire story of his attempt to make many of these officers cease their debaucheries in the Otlieers' club. He warned some of then) that the entertainments in this cl n b should cease for it has become a scandal. lie. not only issued explicit orders that staff parties between young enlisted men. officers and that parties to lewd women should cease, but he directed that the club be closed and the Japanese servants be dismissed. It was just after this that five of the officers put their heads together and began . preparations to disgrace their commanding olrioer so tlv-t he would never recover from the shock, according to Koehler. lie denied Kenerally that he ever had committed the Immoral acts to which they had testified. In many instances he said official records w ill prove alibis. Since the newspapers have obtained charges and many iacis mat nave been brought out in the "secret" court martial. Maj. Koehler has become the recipient of scores of telegrams from brother officers who have declared their willingness to come here at thQir own expense if necessary, to testify to his moral character. ACTUAL BUYING IS CONSERVATIVE Stormy Weather In Kast Ties Up Trailic and Kccih Huycrs Off tho Market. XKW YORK, March 7. Bradstreets's report for Saturday will say: Mixed aspects loom large in this week's trade reports, stormy .weather in the east tied up traffic and kept buyers away from the markets during the fore part of the week and at the same time poor roads as well as the calling in of salesmen to take care of house trade restricted the volume of road orders generally. Moreover, while sentiment as to the future has I not lost any of its optimism actual buying is rather conservative. Sections outside of the storm-stricken zone report satisfactory trade, although in parts of the southwest country buyers aro not numerous, probably because the full effects of last season's crop shortage now are being felt. Labor is in better call, industrial operations are more active and in numerous occupants idleness is of negligible, proportions. Operations in the iron and sted industrial hold to their recent gait with a tendency toward further improvement. Collections are not above fair, though in odd cases improvement is noted, while at the same time reports of slow payments are numerous. Commercial paper is in good demand, money continues easy and new security issues are readily accepted by investors. A leading plow manufacturing concern reports this year's business the largest and best it has ever done. Detroit reports iron, steel, copper and brass business below normal and railway supplies are flat. Automobile and other lines of manufacture are good. Trade in rubber coats and footwear at New Yfrk has been the best in years, j The market for shovels has also been well cleaned up. Business failures for the week end ing March 3. were 2 6f which compares with 200 last week and 259 in the like period a year ago.
