Charged That They Were Aware That Seals in Alaskan Waters Were Being Slaughtered, in Report.

Allegations of a .sensational character reflecting upon former high officials and agents of thr government as well as upon men inter sted in the North American Commercial Co., of h'an Francisco, are em. raced in two reports made public today by Jlep. J. If. Kothfrinel of 1'cnnsylvania. chairman of the housf committer on expenditures in the department of commerce. TWso reports were made by Henry V Klliott and Andrew 1 Clallagher. who wor! employed by order of the. house committee last June as special agents to gather information concerning tlu conduct of public affairs in the .'eal inlands of Alaska. The report charges that Charles N'agel f St. Louis, secretary of commerce and labor under I'ros. Taft, "shut his -y(H to the injurious slaughU r of heals;" that ho had knowledge (f the unlawful taking of s?als; that ho attempted to shield the guilty lessees, and his own subordinates from exposure and deliberately used a set of "loaded" skin weights (O deceive f'X. Wesley Jones as rnalrman of the senate fisheries coriinittee. David Starr Jordan is accused in the report of having knowledge of the unlawful killing of seals: with having deceived the United States government a.s to the came, for the decline of the Pribylof herd under Russian ownership, and with the killing of 'T.O.OOO peals under his own eyes in lSUfl." The name of Isaac Iiebes, president of the North American Commercial -lub of San Francisco, also is mentioned in connection with fraudulent statements concerning the seal industry.

Rep. Rucker, Who Has Been in Close Touch With the White House, Discusses Aim of New Measure.

WASHINGTON, Jan. FJ. Definite plans for a presidential primaries law to meet the wishes and the views of Pres. Wilson are being completed by Chairman Rucker of the house committee on elections. Mr. Rucker has been in close touch with the white bouse since undertaking the formulation of this legislation. In an interview Sunday he said; "The bill will be presented at the present session of congress. It will be so drafted as to add in ir. no vay to the United states government's existing rights in connection with the holding of elections in the several states. "Tho Democrats will guard against the danger of possible federnl control of the presidential primaries. The states will conduct these elections under their own laws not in conflict wit hthe United states statutes. "There will bo no difficulty in petting around the special state laws under which women have equal rights with men to oast the ballot. With specific recognition of such state laws tho women will have the right to vote In the presidential primary. "There can be no legal qmstlon that where, such a law declares that men, may vote in a. state under certain qualification?, women with tho edato riht to vote canno be prevented from exercising that right."

"I believe." says tho doctor, "that until they have lived together for at least two years have learned to understand each other perfectly, no couple should have children. "To observe the law f tex control for one full month trior to the resolve to put the "plan" into effect, a couple ' should remain apart in order to date the birth of the child. If conception occurs during'the live days succeeding the mother's ending of that month the child will turn out a girl. If it takes place from the eighth to the 14 day after that time the sex of the child at birth will be masculine. "Of course this rule oanot be made to apply if it is not followed to the letter of the law. Another month should transpire during which the couple should remain apart. If this law is strictly observed and if the mother is healthy there is no question concerning the reslts."
