Assassination of Mortiaro Abe Inflames Masses, Who Meet 15,000 Strong and Clamor For Military Preparation. TOKIO. Sept. 8 The L5sviASlnatiQn of Montlaro Abe, director of thft political bureau of the Japanese foreign office, has Inflamed tho ma.cs, and Sunday a dramatic chapter In the history of new Japan "fc-oa -written. Fifteen thousand persons gathered In a mass meeting in Hlbiya park, calling for military action against China. A majority o these marched to the foreign office and clamored for admission. They demanded the dispatch of troojw to China to take such measures as vrero necessary to obtain Fatlsfaction for the killing of Japanese at Nanking, or, failing this, the resignation of tho minister of foreign affairs, LJaron Nobuai Makino. Insult to lla. The speakers denounced the emptiness of Japanese diplomacy in connection "with California and China, and Insisted that the Insult to the Japanese flag at Nanking should bo wiped out. The manifestation was clearly an explosion of popular resentment against the ministry in its treatment of the California and Chinese questions. Profiting by the lesson of the riots which followed tho conclusion of peace between Ilu.ssia and Japan, the government reduce the risk of violence Sunday by refusing. to allow a single soldier or policeman at the scene. The manifestants, many of whom were students, were orderly during the early part of tho proceedings. A score of agitators decried Japanese diplomacy and declared that it had never contributed to the upbuilding of the empire and had always ended in failure. Suddenly the cry to march on the foreign office was raised and there was a general stampede, many persons barely escaping being crushed. Tho crowds surged through the fctreets headed by the gesticulating leaders and reached the foreign office to find that the hish iron gates were locked. (limb (Jates. Scores of demonstators pounded on the gates and called for them to be opened, but in vain. The under officials refused. A delegation was appointed, tho members of which climbed the gates, and then ensued the long parley. Meanwhile the crowd was cheerful but determined. It showered compliments on a beautiful geisha girl struggling by in a rickshaw, but angrily stoned a photographer seeking to take snapshots of the chief delegate who. having returned,- mounted the portals to report progress. Purched unsteadily on the pickets he made a fantastic picture and in a harsh harangue declared that the committee demanded either tho dispatch of troops or the retirement of the foreign minister. "We told the officials," he shouted, "that the voice of the people speaks, that the agitation will never end until our demands are granted." Clamor Five Hours. The extraordinary situation continued for five hours. the delegates emerging periodically to pacify the crowd. Finally when the discussion ended, they reported that Baron Makino hod promised to receive them Sept. 15. This was greeted with howls of derision, and a thousand marched to the foreign minister's residence, three miles distant. Police, however, prevented their near approach. Another mass meeting was called for Sunday night at the Young Men's Christian association hall.

MANAMA, ept. Tho dry excavation of the canal has been completed, the steam shovel working in the Culebra cut progress removed the last rock Saturday. The further excavation of the canal will be romXdeted by dredging. Completion of dry excavation on thf Panama canal Saturday just 10 days ahead of schedule time, advanced the work on the great waterway almost to the iinal stage. Much digging and cleaning out remains t dgr.e in Tulebra cut and along the route, but this will be accomplished bj mammoth dredges floating on the surface of the car.al. An army of men will be busy during the nxt four weeks removing steam shovels and other equipment, ami material, including 36 miles of railroad tracks, from the nine mile channel in Culebra cut between Gamboa dike anil Pedro Miguel locks. Small vessels probably will be able to pass though the canal from nd to end by Oct. 10, and the waterway should be ready for shipping proper early in December.
