SHANGHAI. July 30. Northern army reinforcements, estimated to number 4,000, with two cruisers, arrived In the Van? Tso river Tuesday. The troops were loaded 20 miles below Wu Sun?r. apparently with a view to marehincr to the arsenal here. Practically all tho civilians have left "Vu Suntf for Shanghai, expecting a bombardment, which up to this time, has been explicably delayed. Shanghai thuH is exposed to an influx of refugees from the snuth and north. Considerable damage has boon done to the native city by fire, which were partly due to bursting shells and partly to incendiaries with a view to looting which has b-Mi extensive. The foreign settlements, however, have been comparatively free from this evil. A serious prospect is a shortage of food, duo to the holding up of the ymall native coasting ships from Che Kisng ports.

Officials of the Iocomotive Engineers and Switchmen's organization t "have threatened to call out 700 men employed by the Belt Railway of Chicago and the Chicago and "Western Indiana Wednesday if the roads do not meet their demands for shorter hours and a wage increase. Several conferences have been held between the union representatives and the officials of the railroads. Tho men were in conference Tuesday. The railroad officials when seen Tuesday denied that they had been advised that a strike had been ordered.

In order that voters may become familiar with the workings of voting machines City Clerk Bilinski has caused six of them to be placed in various localities about the city. Men have been placed in charge of the machines and will instruct those desiring information regarding their operation. The machines have been placed as follows: - One at the city hall, another at the court house, a third at the Mohn barber shop, corner of Gushing st. and Michigan av.; a fourth at the Cimmorman drug store, corner of Rex st. and Portage av.; a fifth at the Gross and Gross department store, Gatalpa av., and the 3ixth at the Kolupa dmg store, 4 07 Chapln st. Two additional machines will be placed in the second and sixth wards, and all will be kept in operation until a few days before the fall election.

the downtown distriqt, the tempera ture was 99 degrees, but in other sec
tions it was three or four degrees
hotter. Tho heat wave, however, waa
relieved by brisk winds and thero was not the toll of deaths and pros
trations which was caused by the hot spell of ten days in the early part of
the summer. Only a few prostra
tions were reported. The forecast was

The boys are planning to remain at the lake ten days during which time they will bo instructed in the rudiments of woodcraft and camp life. Spiritual services will be held each day at the oamp and on Sunday the boys will attend church at Xlles.

I., that some one was ?cllirif, bottled beer without a licence at Hook Creek, a fishing station on. Jamaica bay, south of Springfield. So Monday Detectives Byrne and Tiumfeiler of Kelly's staff borrowed a fishing rod .and line from a friend, went to Hook Creek and hired a boat. Alternately fishing and rowing they finally approached a summer cottage on the edge of the ba. On the porch sat William Jung, a building contractor, who oceunies the cottage during the summer.
