IIY .MI.VMi: LI Hi, This then, is the first chapter of le Seven Ago.5 of Iove tho ape of ,uppy love." as thry ca'.l !t in m.'tn. But do not Iau?h and call it unimortant. for as many v. : man can tell ny man love is nfver a matter for musement not even th first "infatation." Her father and her mother nd her teachers and rociety all :iese are at fault. All her life she read.1? about love, lays It on her piano, kt-s it in the lovie?, hears it explained, somewhat ifferently, from Loth the pulpit and io stage. So she waits for it! The tale of the Sleeping Beauty 13 ot a myth. The awakening of the rincess at the coming of Prince harming is the true story of the oung girl's rous.ng from the hazy reams of her conventional training

y the keen need for her own life. All that poetry and romance have aught her of love, she expects to r. aze In her first h art affair. Her :hooling is not complete, her judgxent is not developed. How can she e critical when the first sample of A'e i3 offered to her? She welcomes love not the lover t no man be conceited on this point -for one man will do as well as anoner if he happens to enter her dream orld. (This wisdom is offered to the con ideration of the. young gentleman o. 0 who actually believes that he can lpitvato the heart of a girl.) Ive I mean first love passes, ho infatuation of 17 just dies out . Ithout anybody taking notice, if it is t alone, and not nourished on paental objection. And there is the ery best reason in tho world why it hould be permitted to perish. Nature always kills precocity, whoher in the animal or vegetable king:om, because It is unfit to fulfill her urposes. And whenever nature Is heated, she makes somebody pay. If tho girl of 17 marries her childen must pay. 1 or hecauso she has .ot attained her full physical and nental development her children will e less beautiful and healthy human peclmens than those burn of an odder nother. But just so long as Fevrnteen's nother is Too Nice or Too Cureless to ell her daughter the truth about mar. iago and its responsibilities, just so ong will "infatuated" youth plan to lude mother, and to ( lope, and to jivrlte to the woman page editor: Please send me tho nr. mo or a minister or justice of tho peace in Gretna Green.' Answer by return mail. Stamp inclosed." rARIFF EFFECTIVE AS SOON US PASSED New Rates Will be Charged as Soon as the Measure Becomes a Law Decision is Reached Friday. WASHINGTON', July .'.Majority members of the senate finance- committee decided that all schedules of the new tariff bill, except sugar and wool, should "become effective immediately after the enactment of the measure into law. Sugar, with the approval of the democratic caucus, will be subject to tho Paync-Aldrich rates until March 1, 1 J 1 4. Tins committee tentatively agreed upon a date for the wool schedule but did not announce It, because of a promise to confer with Senators Walsh and Thomas, who could not bo reached Friday. The committee will confer with them Saturday before the final session of the ciucua. Adiiitional revenue was provided for by the committee when it decided in view of the revenue tax on brandies used in fortifying sweet wines, to levy a revenue 'ax of 2 5 percent ad valorem in what are known as "spurious wines." wines made from pummis and fortified with chemicals. containers or sucn wines must near a label, showing what materials enter Into the product. Another chance proposed relates to the clause prohibiting importation of convict-made goods. It was amended fco as to read that such goods h; excluded from countries which do not "prohibit" convict labor. Originally tho clause read from countries which did not "restrict" convict labor. Chairman Simmons said Friday that he expected general debate on the bill to begin a week from Monday, lie will report the measure probably Wednesday, and it is his opinion that the debate will be limited to five week;. Regarding the binding revolution Tvhich will be adopted by the caucus. i?en. Simmons said that its provision.would bind every democratic senator who did not withdraw from the caucus, whether he voted for the resolution or acainst it. or even if he was absent when the vote wa taken, unless he had rn-vlously pd-;ed himself to his constituency to vote asainst some rate or principle involved in the bill. The amendment to the bill fixing the stamp tax on cotton sab's sold for future delivery, members of the committee heliee will bring in considerable revenue. Though the primarv design of the amendment is to abofish stock exchange gambling jn cotton futures, it the general opinion that it will not do so, hvu that it will considerably curtail it. in that case the government will derive some revenue, but this cannot be estimate. 1. "Should the stamp tax on cotton futures deals f dj to curtail this form cf Ftock dealing." Sen. Simmons said today, "the revenue to tho government would be enormous."
