Judge Wilson, at Bloomington, refused to issue a temporary restraining order asked by the city to prevent the rebuilding of the hitchrack around the court house. The injunction was asked on the ground that the rack would be a nuisance and a menace to health. This decision means the rack will be rebuilt. Tbe Illinois supreme cOurt declared the direct primary law Invalid. The law is held by the court to be unconstitutional as a whole. This is the third attempt to enact a primary law, and all have ended In failure.
