Provides $500,000,000 for Canal.

Senator Hopkins introduced a bill Tuesday to increase to 1500,000,000 the Spooner act which authorized the president to acquire the holdings of the old French canal company and the ■one territory in Panama, For these'' and certain privileges about $60,000,000 were paid. A bond issue not to exceed $135,000,000 was authorised. It is not likely that bonds will be issued to the total of $500,000,000, but a generous limit was fixed so as to put an end to the piece meal fashion of issuing smaller amounts from time to time.
