Ray Thompson, Clerk. Hot Lunch on Ground. One of President Roosevelt’s last official acts before releasing the reins of government will be to send a special message to congress on the Panama canal. After Taft returns from the Panama the two will meet and discuss any change of plans necessary and the president’s message will be based on the discussion.
