Hereafter pensioners will pay no postage on their pension papers. By an act of congress passed last session each pension agent Is required to send each voucher which the pensioner is required to fill out and return in a “penalty envelope” which is to be returned to the pension agent without postage. As the August payments have already been sent out. this order will not go into effect until the November payments.
