Minneapolis, Minn., Mar. 16.—Judge William Lochren of the United States district court in an interview in the Journal Sunday, announces that he will resign his position on the federal bench, the resignation to become effective May 31. —Judge Lochren Is 76 years old and has been on the federal bench 12 years.
