Dry in a Double Sense.
Winfall city and the township of Wildcat, the second city in Tipton county, is out of saloons and short on officials. The town has been without a marshal since Wayland Plummer resigned several months ago. There is not a constable nor a deputy prosecuting attorney in the township, and there is but little, if any, use for these officials. There are two justices of the peace; one in town and the other five miles distant in the country. Neither exceeds one case a month in litigPractically everybody is prosperous, and if there is any indebtedness it is not collected by legal piocedure. Windfall has more than 1,000 population. , Four years ago it had four licensed saloons, but since then all have been wiped out by blanket remonstrance.
