The Cotton Spinnerss Congress.
Growers of cotton and manufacturers of cotton goods from seven different nations have met in convention at Atlanta, Ga„ James R. Mncoll of Providence, R. 1., presiding. Among other reforms favored by the convention was the advocacy of a uniform bill of lading. President Maeoll said that wayi must be found to viable the planters to sell direct to the spinners, without losing the profit of the middlemen. The planter must learn to grade, carry and finance hi* cotton as the mars bent new-doee.
