Dr. Frank C. Boom, of Heroin, Sullivan county, attended two births and failed to make reports as the law commands. * Dr. Thixtpn, county health officer, believing it was his duty to enforce the law—and it was his duty—proceeded to do so. He accordingly filed charges against Dr. Boom, who was found guilty and fined, includeosts, $44.80.
