New Postal Ruling.

The postmaster general has issued an order that on-and after March 1. next., all post cards bearing written messages upon the left ha’f of the front, the right half beiag reserved for the address and postmark, shall be admitted to both the domestic and international mailsofthis country. Heretofore the rules of theidepartmeni required that one side ol the card should be reserved tor the address only.
