William Fruechteneeclvt, democratic memtĀ»@r-eleeT of the lover House from Alleu county, is preparing a bill for the incarceration of inebriate* uuder a law similar to that now on the lowa statute books. He thinks the state should step in and assume the custody of habitual dmukards. The method provided will be much the same a* iu insanity oases, and 'will require proof to show the habits of the ac cused. If found addicted to the drink habit to a certain extent, the commissioa will have power to commit the man to some place ot detention. He may seek and obtain a parole after thirty days, but only on condition that he abstain from liquor. An iufrac tion of the parole will return the victim of drink to the institution without neeaesity for new tiial.
