A DOWN EAST ROAST FOR LITTLE BILLEE.
Rockford, Pa. Gazette Our whilom friend W. D. Owen, late representative in coDgress from the tenth Indiana distriot, still later secretary of state of Huoeierdem and afterward could have had the Republican nominatidn for governor for the asXirg, has recently dfs inguiehed himself in the financial world, and now appears to b? a refugee in Eure pi with a million or more of toe money of gullible Americans. We first knew Billee as a Discip'e preaoher with a silver tongae and a most engaging, oonfidential, sanctimonious mien, apparently making an honest, if futile, effort to reigiomze the rankly corrupt p olitic3 of Hoosierdom. In 1884 he was eleoted a representative in congress, sue reed ing himself twice; but in 1890 was engulfed in the mighty Democratic avalanche that left only a handful of Republicms in the fifty-first oongress, whereat Billee mourned and shed oopioue, bitter tears. Bat beiag a warm personal friend of President Harrison be was made commissioners of immigration, a position created as one of the last aots of the fift'eth congress, and he posed and looked wise in an elegant suit oi looms in the treasury building until kioked out by the Cleveland administration a c mple of years later, wheajjhe returned home and was eleoted secretary of state after the lapse cf a year or two. As a member ]of congress he posed as a reformer of immigration laws, and was the author of a ponderous restrictive measure calculated to keep out about everything but dagos, bohuoki, paupers, criminals, etc , at that time bring chairman of the hous9 committee on foreign immigration. Besides, he posed as a social leader in Washington, and, with his lowcut vest and higbout pants looked ’very inch a swell at the drawing rooms of Washington snobbery. No w it turns out thEt this elo quent preacher, this meek and obsequious servant of an admiring constituency- this brilliant sooial lion, this energetio aud earnest political reformer was overwhelmed by tha meroenarv elements that he sought to uplift and became the most vicious rascal of them ail consorting, as has appeared, with peniteniiary conviota and thieves to rope iu dupes to bis Mexican ooffee plantation scheme —"Tue Übero ” Preaohers were the marks at which he direoted his appeals, and pasters and flooks responded with thousands to be invested in Owen’s enterprise. Land ou whioh coffee could not grow, and hardly cacti or sage brush, was purchased at nominal sums and the balance of the oash sunk down in the blu jeans of Owen and his pals, who are supposed t) be touring foreign countries incognito. “We long since learned ti at "all ia not gold that glitters,’’ and vtrv muoh along that line we learned from a book entitled ‘‘Getting Oj In The World,” written by this same W. D. Owen away back in the seventies. We suspeot, judging from the Übero cofifte fraud, that this author has changed his way of thinking since then We draw the iesson from this that it signifies nothing as evidence of character that a man wears the toga of exalted offioe or performs lebor in the me lial walks
of Lie; he has within him. dormant perhaps, the elements of good and evil, and as environment and opportunity call them forth to animation are we enabled to see the innermost Datnres of men. Only a quickened conscience can allay the evil when opportunity oalls it f.rlh, and that, we be lieve, Owen did not possess, for many times we have seen bis conscience put to the test and fail In a narrower sphere, with less tempting surroundings, this man would doubtlees have Jlived an earnest, henest, useful life and been honored and loved by all. Many times we should evade temptation if we would avoid evil.
