CITY COUNCIL.

Henry O. Harris Eledted to the Vacancy in the First Ward.

The City Council met in regular semi-monthly session, Monday night. The election of a member of the Oounoil from the First Ward, to succeed H. L Brown, who moved oat of the ward was one of the moit important transactions of the Bession. Three candidates were proposed and three billots were taken before any candidates received the three votes necessary to elect him, The candidates were Henry O. Harris, H. J. Kannal and Bert Brenner. On the first and seoond ballots, Harris received two votes, Brenner also two, and Kannal one, On the third ballot Brenner still received his two votes bat Kannal’s one vote yrent to Mr. Harris, giving him three in all, and the Mayor deolared him elected. Fire Chief Hopkins reported the resignation from the fire company of Charles Chamberlain; which resignation was aooepted. The Fire chief was directed to inspect all the fire hydrants, to see that they are in fall working order. The Marshal was ordered to provide some sewer pipe to extend Washington sewer a little farther into the river, at the cntJet, preparatory to some filling proposed to be done by B.S. Fendig. The expected action was taken to secure Andrew Carnegie’s extra $2,000, by passing a resolution pledging the city to maintain a a tax sufficient to raise $1,200 per year for a library maintenance fund. The Light and Wateroommittee reported in favor of allowing Conrad Hilderbrand $225 for time lost and expenses incurred as a result of his being scalded at the oity power plant, Bbout two years ago. Dr, A. J. Kreslei’s water rate, to run his x-ray machine, was reduced to $6 per year. The Ladies’ Literary Sooiety presented a petition asking that the side-walk [anti-spitting ordinance be enforced; and measures taken to have the beck alleys and other unsightly places cleaned up. The Committee on Publio Property was directed to prepare a form of notice to be posted up in accordance wilh this petition. The publio Library Board petitioned for a sidewalk on the north side of Angelica street from Cullen to Front. City engineer directed to establish the grade for same, and matter continued to next meeting.
