The New Laws Are In Effect

Tbe new laws, passed by the recent state legislature are now in full force and effeot. Governor Hanly issued bis proclamationdeclaringjthe laws to be in force, late Saturday afternoon. And now the lawa have earlier this year[thanj at any previous time. TwoTyears ago they were deolared in effect on April 29, which was the recordjjnntil that time. The extraordinary ,feature of the pnntiig is tbat the oopies of the sots are larger this year than at any t me in the history of tbe state, with the exception of once, in tne early 80s, when an extra session of the general assembly was called. AtJJthat time, however, the laws were not pat in effeot until September. Thejanti-cigarette law is one of tbe most important acts of the last general assembly, and together with the Moore temperanoe re. monstronoe bill, is the pet measure of the reform element of the state. The new marriage lioenae law is also considered a very important aot, and likely to achieve considerable of a reform in the way of ontting off hasty and ill-advised and in many oases entirely improper marriages.
