The Senate began its session by passing a bill for the incorporation of the American academy in Home. Faivae. governor of the western district of Tutuila, with his county chiefs, has expressed to President Roosevelt his satisfaction at the kind administration Of Commander Edmund 8., Underwood, the retiring governor of Tutuila of the Samoan group. The President thanked him through Commander C. B. T. Moore, the present governor of Tutuila. The President has appointed H. A. Gudger of North Carolina; consul general nt Panama, to be judge of the Supreme Court of the Panama canal zone. The Senate committee on finance reported favorably the nomination of Charles W. Anderson, colored, to be collector of internal revenue for the second district of New York.
