Chinese coming into Newchwang from the country report "that Russians everywhere are retiring before the Japanese,
who are soon expected there. Active preparations are being made for defense at Tatchekiao. Admiral Togo reports that at midnight July 11 torpedo boats approached the boom which blocks the entrance to Port Arthur harbor and attacked the guardship Diana with torpedoes. The result has n< *■ been ascertained. The Japanese boat returned undamaged. It will be a long time before Gen. Kuropatkin will have enough supplies and men to assume the offensive. In the meanwhile be willTiave to fight rearguard actions, perhaps giving up important positions like Newchwang, which are of vastly more consequence than Kalcbou. i It is reported that five Russian cruisers and several torpedo boats left Port Arthur at 8 o’clock on Saturday morning last and shelled the enemy’s positions on the east coast, returning undamaged at 0 o’clock in the evening. It is believed they encountered Admiral" Togo’s ships and were forced to return. A notable gathering of educators and students was held at Tokio to express the gratitude of Japan to th* United States for the sympathy shown in th* present conflict.
