Emmet Scott, a son of a millionaire and member of the Laporte city ooumcil, has started a movement to have a law enacted by the state legislature to provide whipping p-«stfor tramps. He contemplates the establishment of a whipping post in every county seat. The movement is attracting considerable attention throughout the state and a bill will be prepared.
