Colonel Bryan is engaged in discouraging enlistments in the army, on tue ground that when the time comes for advancement some political favorite is pushed fbrward for promotion. It will be remembered that Mr, Bryan, without previous military experience, was made a colonel of volunteers by a Populist governor of Nebraska. The colonel ought to be an authority on the political soldier, even if the fleas and daggers of the sand dunes of Florida did bite all the military ambition out of him. There was rain to a greater or less txtent on 14 d fferent days, and a total precipitation of 567 inohee, which makes a pretty wet August.
