Hereafter the recommendation of the board of pardons to Governor Durbin forexeoulive clemency in the .cases of men confined in the pen i ten tin ry and reformatory will not be made public. Governor Durbin says that men after getting ont of prison have been so humiliated by newspaper reports of their release that they have been disheartened in the ambition to begin life anew.
