To the oitizecs of Renwelaer, Jasper County, Indiana: We the undersigned attorney* in the city of Rensselaer and interested in the establishment of a Pnbiio Library as presided by the sots of the general assembly of the state of Indiana, A. D., 1901. ae amended in A. D. 1903, and in order to receive the donation contemplated beg leave to submit the following That whereas there has been some misapprehension concerning the laws governing snob oases and in order that the pnbiio may understand the same, we oall your attention to the following provisions of the la *. Bection 6, ©f said Law relates in part to tbe holding and oonveying of real estate and gives the Public Library Board the power to hold real estate for and on behalf of snoh library. Without this provision the Board would have no suoh authority Taking the whole of this act as ameuded, and this section as above explained, it was evidently meant that such Public Library Board should hold the real estate upon whioh any Pnbiio Library Building might be situated. A city has no authority to convey any portion of any of .its Publio Parks to suoh Library Board or to any one for any purpose. To make the law under whioh we are operating absolutely effective the Publio Library Board should own and control for the use of snob Library the real estate upon which the Publio Library Building is situated*.
