The house committee on merchant marine and fisheries has decided not to report a ship subsidy bill. Democratic editors and orators will have to pick out something new to be soared about. They might select the fact that 92 per cent of the exports of the United States are carried in foreign vessels, but this is not the sort of thing that scares a Democratic leader. What our Democratic oontem poraries are saying about the pres ent general assembly sounds very much like what they said about the last one and the one before . that, and still the one before that. If these above-mentioned contemporaries will give a little study to the election returns in Indiana since 1892, they will' probably absorb the impression that the violent things they said on these former occasions failed to create a very deep impression, and certainly they gain no strength by such steady reiteration.

February As It Was.

February has been a short month but an awful busy one in point of weather. the old man’s oxen, “it is little but Oh My!” It is the lightning change artist in tbe oireus of the months. From the first to the last it has been a mouth of many==ehang* s. Yet on the whole it has been a ratheY mild winter month, with considerable very fine weather, and very few violent storms. There whs only one severe cold spell, but that was very severe, with below zero every day for three days and all day for one day, and with an ‘extreme low mark here of 14 degrees below, and of considerably lower than that in some neighboring places. The 17th, 18th and 19th were the cold days, and it is said they were record breakers for the last half of Febiuary. The warmest days of the month were the 2nd and 27th, with 48 and 49 degrees, respectively. The greatest temperature range on any day was 30 degrees, from 6 to 36, on the 9th. The month came in bare and went out bare, although there was 16| inches of snow fall. It was a rather wet month, having 3J inches of precipitation, including the rain and melted snow. There were 12 clear and 7 partly clear days, which is a pretty good sun-shine record for February. The other 9 days were recorded as wholly cloudy. There were not many stormy days, despite the large precipitation. Only 7 days in fact when there was a measurable quantity of rain or enow; and on 6 other days traces of rain or snow. Lastly the month leaves with the ground practically wholly free from frost; which is unusual for the last of February. A Great Railroad Consolidation.

The news was published Thursday and confirmed Friday, that the big Rock Island system had gobbled up the almost equally big Frisco system, of railroads. That other greSt-sysTem, the Sinia Ye, is also said to be in the deal, and that a great merger of all three companies will be the result, and that it will be the biggest railroad system in the world. The Frisco system includes, among many others, the C. & E. I. lines, including the old Coal Road and its branch in this county.

Landis As A Lecturer.

Representative Landis’ reputetion as an entertaining public speaker is now such that he fs being sought after by lecture bureaus and Chautauqua assemblies in various parts of the country. He has filled a large number of engagements during the winter and he is already booked for many addresses during the coming spring and summer. One of his friends says he is now making something like $3,000 a year on the lecture platform.

Barrett Law Constitutional.

The supreme court of the United States in a decision handed down Wednesday affirmed the validity of the Barrett street improvement law on an appeal case from the • Indiana supreme court. The decision removes all doubt of the validity of the street improvement bonds under which most of the pavements in this and other cities were built during the past ten years.

G. A. R. Encampment.

General Thomas J. Stewart commander in chief of the Grand Army of the Republic, members of the national council of administration who are accompanying him on his tour, and the local committee in charge of prepartions for the coming national encampment at San Franoiscojhave decided to to hold the encampment during the week of August 17. Tickets will be put on sale by the railroads August 1, Land will be good for stop over going and coming. The time limit will probably be sixty days.

Money Is What Tells. Dr. O’Leary, a Logansport physician, recently stated in the columns of the Journal of that city that the epidemic existing there was net smallpox and offered to post a forfeit of S2OO that there was no small pox in the city. Dr. Miller, president of the Logansport board of health, has replied to the challenge and; has already posted $250 and an additional SIOO to pay the expenses of a specialist to pass upon the merits of the controversy. At last reports Dr, O’Leary bad not come to the front with his money.
