Getting Veterns to Join G. A. R.

Adjutant-General Smock is trying to obtain a complete list of all veterans of the War of the Rebellion who do not belong to the Grand Army. He recently asked the different posts for a list. He believes there are between 15,000 and 16,000 veterans who do not belong and he is now sending cut circulars urging them to join.
