The Ripper Bill is Ripped.

The Reformatory Ripper bill has itself been ripped, from “stem to gudgeon” as it was designed to rip the reformatory* . Suoh a strong opposition to it developed injthe house, that its defeat in its original form was a foregone conclusion. Its bookers recognized this fact and consented to a compromise, The original bill has all been atricken oat, except the enaoting clause, and an entire new bill substituted, in the form of an amendment. This new bill increases the board of managers to four, instead of three, but provides that the present managers are to oontinue in office until their terms expire, unless removed for cause. And continuing them i* office will also continue Superintendent Byers, the real bone of contention. The governor is given the right to remove the managers at any time, for cause, on a written statement, and must give a hearing if demanded, The bill as thos amended, cant do muoh harm, nor as we can see, the least bit of good.
