To Connect Rival Telephones. Senator Ogborn’s telephone bill provides that where there is more than one telephone exchanges in a town or city the exchange shall maintain a trunk line, by which a subscriber on one exchange may talk to a*subscriber on another exchange. A rate of 1 cent a minute is provided for in the bill, three cents being the minimum charge.
