“It is no easy task to deal with great industrial tendencies. But that fact does not excuse us for failure to strive to do what is possible. Special legislation is needed, some of that legislation must come through municipalities, some through States, some through the national government, but above and beyond all legislation we need honest and fearless administration of the laws as they are on the statute books.”
