PHILIPPINE BILL PASSED.
Measure Goes Through Senate by Practically a Party Vote. The Philippine bIH passed the Senate Tuesday afternoon by a vote of 48 to 80 as It was reported by the Philippine commission with the exception of a few verbal amendments suggested by the chairman of the committee. The measure has been under debate over seven weeks. The Senate divided practically upon party lines, all Republicans present voting for the bill with the exception of Hoar, Mason and Wellington, who voted ho Democrats agauiatUj-t *nd all the Democrats opposing it with the e*. ception of Mr. McLaurin of South Carolina, who voted with the Republicans for the bill. Mr. Morgan of Alabama, Democrat, voted with tbe Republicans in opposition to tbe amendments offered by bis party, but fell in liniwith tbe Democrats in voting against tbe bill. The Philippine government bill approves the action of tbe President In creating the Philippine commission and tho offices of civil governor and vice governor of the islands, and authorizes tbe governor and vice governor to exercise tbe powers of government as directed by executive order. Future appointments of tbo governor or vice governor shall be made by the President with tbe advice and consent of the Senate.
The "bill of rights” of the United States constitution 1b applied to the Philippine Islands with the exception of tbe right to bear arms and tbe right to a trial by jury. The Supreme Court and other courts of the islands shall exercise jurisdiction as heretofore provided by the Philippine commission, and the justices of the Supreme Court shall bo appointed by the President and the Senate; tho others by the civil governor and the commission. All the inhabitants of the Philippine Islands are deemed to be citizens of the Philippine Islands and entitled to the protection of the United States. The Philippine commission is authorized to establish municipal and provincial governments, with popular representative government, so far and as fast as the communities are fit for the same, the Philippine commission being authorized to determine the qualifications of the electors. The President Is authorized to regulate the commercial intercourse with the archipelago in the interest of the general welfare. No corporation shall be authorized to engage In agriculture unless provision shall have been made therefor. The Philippine commission is author Ized to acquire the friar lands and is empowered to issue bonds to pay for them. These lands, once acquired, shall be a part of the domain of the United States and may be disposed of os such. A mint Is to be established in Manila and coins authorized may be coined at the mint, the coinage laws of the United States being extended to tbe Islands. The bill also continues the division of Intnlar affairs of tbe War Department, the chief of which shall have the rank »f a colonel of the United Stajtes army. The Sacfigerfest Association of Baltimore, In charge of the twentieth triennial National Saengerfest of tho Northeastmi Saengerbund of America, deeided to hold the saengerfest in Baltimore the week of June 14, 1003.
