A recent issue of the Wisconsin State Journal, of Madison, gives a good picture of "Alderman 8. E. Sparling,” our former townsman, and in connection therewith quotes the following editorial in reference to Dr. Sparling from the Chicago Tribune. One of the most useful men the City of Madison has had in its Counoil for years has been a young member of the teaching foroe of the Wisconsin University. He has been a speoial student of municipal problems, he has written a history of the government of Chioago, he edits a paper devoted to the interests of Wisconsin cities and has been a valuable acquisition to the intelligence of the city fathers,
